They will appear once all four underground Inferno Towns have been destroyed. At least, that's what the script does.

I have also a bug when Gotai is running across the map after capturing his city, or is he supposed to do this?

I had the same bug. It's messed up if you lose the fight with Kujin and destroy the inferno with Gotai.

The script is bugged and I see why. When Gotai and Kujin are spawned, the game also launches a function that checks to see if Gotai is still alive. If he isn't, you lose the mission. There is no check to see if Kujin is still alive.
However, once you destroy the Inferno castle, another function is called to first hand Gotai to PLAYER_3, and then Kujin. At that point the script throws an error, because Kujin is quite dead. Subsequent statements in that function aren't fulfilled - and one of those is to set the AI for Gotai to "nil". Since it isn't set to "nil", he keeps roaming. Also, the counter to count how many Inferno towns have been destroyed is raised by 1 if Kujin is still alive; when she's dead, the script bugs out and never raises that counter.
The same bug occurs with Freyda and Duncan, when Duncan dies. The check is only made to see if Freyda lives.
The inferno town destruction counter has to reach 4, before the extra Tier7 creatures outside Talonguard are spawned.

Wow that's really useful information. Thanks!
That also explains why when I used Gotai to win the fight nothing goes wrong, because Kujin was still alive.

Correct. The command that destroys the city is also after the command that bugs out.

I kinda hope that the patch fixes the fact that you can control the underground heroes in the final mission. All you need to do is bring Gotai up top and give his 900 cyclops to Zehir and there's nothing any army can do...

I suppose! But I'm a believer of anything you do without using the console is not cheating, just good smarts!!
Therefore not attacking the "Support" towns and using all your heroes and artifacts and armies to nail Biara makes sense to me. If this is not as "intended" then it shouldn't be!

To complete the map you must also take the inferno towns. Rather sooner than later.

Hmm...I've beat the game and got the ending without taking the inferno towns, so I'm not sure that's right. The only thing you don't get is the stacks of tier 7s. Mind you, I think you should have to take them to beat the game but as it is now you don't.

Don't get me wrong I agree with you guys; I just think it was sloppy of Nival to allow the secondary heroes to deviate from their attack on their respective Inferno Castles, and hope it gets patched.

Why where they even there? Just wasting oxygen and RAM
Or they could have at last made them another player.
BTW Gotai had so many cyclops he could beat all primordial dragons at the same time But no, he hid behind a woman and a wizard

I still find it stupid that Gotai isn't leading the main assault, but instead you're dealing with Kujin. I thought Gotai was the mighty leader of the Orcs. Furthermore, since he's (currently) just there to look pretty, they might as well have given him a single Goblin instead of 900 Cyclopses.
Maybe what they should have done (same as with Freyda and Duncan) is place a Garrison just before the town. Then have Kujin attack the Garrison, so she clears the way for Gotai to siege the castle. This makes both Heroes useful in the castle siege.

There is some logic behind that. He had faced the important battles and had Kujin not fought this one all her leveling would have been for nothing. She's not a secondary character like Biara.
Of course as the new khan it would make more sense if Gotai had led the attack but instead he is there as a bacckup plan, to save the damsel in distress
