Deleb is the best only in some hard creeping situations... but if the map offers some nice spells that can help you survive during the early days, the hero with the best projection over time is Nymus for sure.

We are talking about a general perspective. Of course all heroes in all factions are better in something specific. but there is no one better than deleb IN GENERAL. it is objective, not subjective.

Deleb, (like Kaspar from Necro) offers a way of quickly advancing through the map, with as little losses as possible. On Maps that are small, OR short in resources OR swarming with big, hard-to-beat stacks of monsters, her Balista can be a big asset to have. She easily one of the best creepers Inferno has. (although I would like to mention Grawl and Grok as well. The former for his starting army of 6-12 Hellhounds and easy access to the Armor eating Fireball, the latter for his ability to move his troop out of harm's way or next to shooters quicker than anyone else)
War Machines is an easy and cheap solution to scout the map, and rush enemies, but when playing on maps that are bigger (or those that have resources aplenty), more expensive and durable measures are in order, like picking a hero with a special that gets stronger over time AND/OR who has a skill that remains usefull long-term. (I would always pick Attack, Dark Magic, Logistics, Enlightement, Defence, Leadership, Light Magic and Luck over War Machines, skills that are much more usefull for the brawny, but fragile Demon Lord)
I don't think I need to explain the words "Cold Death" either, amirite?
