here is something vital to know about arcane archers : the lower the defense of the enemy, the higher their damage!
did you know it?
coincidentally, master hunters work the same way

I really think the best way to balance them is to remove force arrow and warding arrow.
Long range, AA's are better. Short range, master hunters are better. Nothing else.
Although long range is more common, and AA's deal alot more damage at long range, whereas MH's only deal a little more damage at long range.
So, maybe give them the same damage? But AA's keep more attack, more init and more melee damage.

Another advantage of Arcane Archers over Master Hunters is that they do significantly more damage in melee. Master Hunters have lower damage which is somewhat compensated for with double shot when attacking at range. But when forced into melee combat, they do about 30% less than Arcane Archers simply because double shot is not used in melee.

What I did in my personal mod is to:
(1) Swap AA's/MH's ATT, DEF, and INI. I cannot fathom why Arc Archers have better basic stats even when they already have the better ability (No Range Pen). So I swap the stats and give the worse ones to AA.
(2) Decrease the Force Arrows DEF reduction to -25% rather than -50%. This helps a lot.
With my changes, AA does better damage than MH only when at full range, no matter how (realistically) high the enemy DEF is. MH out-damage AA by 50%-90% when at half range, depending on enemy DEF.
